Keadaan subjek tidak ikut pengaruh dan menentukan jumlah pungutan pajak karena pajak hanya akan dikenakan terhadap objek pajak. PBB dibayar setiap tahun dan pengenaannya didasarkan pada aturan UU No. 12 tahun 1985 tentang Pajak Bumi dan Bangunan, yang kemudian diubah dengan aturan UU No. 12 tahun 1994.
